Yes: Lasik can be used to correct the underlying refractive error of someone with nystagmus. But it will not change the nystagmus.

Possibly: Depends on how much movement the nystagmus induces. Certain lasers have advanced enough trackers that can follow the movement of some nystagmus and therefore deliver a good treatment. Additional vision or eye issues related to the nystagmus are not treatable by lasik, such as amblyopia ("lazy eye").
