If obvious, and exam: Normal exam in presence of classical migraine history with other family members also having migraine, likely could potentially be handled by primary care doctor, but, if too many episodes, abnormal findings on exam, or a peculiar finding on imaging, best that neurology get involved. Matter of the doctor feeling comfortable with handling the issue.

No: Your eye md and / or primary care physician should be able to diagnose and make recommendations on the best way to control. If there is atypical presentation or other symptoms, a consult with neurologist may be relevant.
