Situational: If your hr is high due to exercise, fever, excitement or anxiety, it may be simply a high hr. If you are at rest and have a high hr, almost too fast to count, it is likely "racing" or abnormal. If you have concerns it is best to ask your doctor and appropriate testing can be done as indicated.
