Depends: This depends on what levels were fused and where your epidural needs to be placed to cover the pain post-operatively. For example if you were fused at l3-4, it would still be possible to perform an epidural above that level, however it may effect the spread of local anesthetic to the desired area, causing incomplete anesthesia.

Probably: Performing an epidural at the level of a spinal fusion is difficult. However, for lumbar spinal fusion, a caudal epidural can be performed with placement of a catheter to reach the appropriate level causing your symptoms.
