My 6 week old daughter's eye has been red around the outside and watering. now there is a green discharge? is it infected, just a blocked tear duct?

Hard to tell: Probably this is just the tear duct. If she is not distressed with it and has no fever, warm (not hot!) compresses will work and are safe to try. If there is any distress, a fever, swelling, or anything other than a very benign appearance, or if it fails to improve, her pediatrician should see it to decide if anything further is needed.

Possible infection: She may have a blocked tear duct, but may now have an infection in her conjunctiva. She needs to be seen by her doctor to determine what needs to be done.
