Wrong Question: Topical steroids do exist in ointment form but can only be prescribed by an eye md for appropriate indications and if steroids are indicated for ocular inflammation, there is no otc substitute.

Depends on needs: Low strength Hydrocortisone ointment and cream for use on skin are available otc. Higher strength Hydrocortisone and other more potent or specialized use steroid creams are only available by prescription.
