Yes: In most cases once the herniation is treated the numbness will go away.

It is possible: When the disc is not in its normal location as is the case with herniation symptoms can occur. Inflammation can occur, impingement can occur. If the swelling can be minimized and the pressure off the nerve somehow controlled, then it is possible to reverse. The longer a nerve is irritated the harder it maybe to treat.
