Yes but with caution: Need to have it done by someone experienced with this procedure. There is risk of stroke or paralysis if you hit spinal cord or vertebral artery.

Yes: It can help with arm pain, but usually does not help with myelopathy. There is more risk compared to lumbar epidural steroids. Talk to your pain physician about it.
