Might be dropping: It takes a few weeks or so for the level to return to normal so you might be seeing that. If you think you could be pregnant then check another in a week and it should be higher and positive. If this is not planned then please use something for contraception. If it is planned then good luck.

HCG level: HCG level of less than 25 is not consistent with pregnancy. However to be sure, you should repeat the test in 4-5 to see if the level has increased above 25.
