No: T4 measures the amount of thyroxine, the main form of thyroid hormone, in the blood. Tsh measures the amount of tsh, or thyroid stimulating hormone, in the blood. Tsh is made by the pituitary, or "master gland" which sits underneath the brain. Tsh levels reflect whether the pituitary thinks the T4 level is too high (low tsh) too low (high tsh) or just right (normal range tsh).

No: Tsh is thyroid stimulating hormone, which comes from the pituitary gland. It's role is to basically stimulate the thyroid gland to make T4 and t3 (liothyronine).
