Is it necessary to use a tourniquet to draw blood during venipuncture?

It depends: When you draw blood from the superficial veins of the arms you need them to be engorged so it' easier to locate and get the blood. That's the reason of the tourniquet. For the bigger veins, also called central veins (femoral, jugular, subclavian) the tourniquet is not necessary.
