Yes but not at 25.: As you get older your skin gets thinner and veins and small amounts of bleeding under the skin become more common and visible. I would expect this to occur in your 70's though. I suspect you are just more aware. Look at a picture of yourself from a year ago and see if there is any difference. If you don't have one, take one and look back at it in a year. I suspect no change.

Not concerning.: The prominence of veins through the skin is affected by many factors including levels of hydration and dehydration, body temperature as well as outside temperature, medications and even levels of stress. Fair skinned people tend to have more easily visible veins than darker individuals and hereditary plays a strong role also. In a healthy person, visible veins are usually not of any concern.
