My 4 yr old son snapped a elastic toy on arm above his vein. it is swollen in the spot silimiar to a bug bite. could it have damaged the vein.

Probably not: Very unlikely. Veins have a fair amount of elasticity and it takes a very hard blow to an already weakened area to hurt the vein without breaking the skin.
