No. : Vascular headaches are the result of neuronal dysregulation of blood vessel tone. The problem is with the nerves that control the blood vessel. There is nothing wrong with the vessel and therefore no "vascular" disease.

Not necessarily: The term vascular headache has been used as another name for migraine headaches. Migraine is now thought of as a result of the release of inflammatory substances in the brain. It does not mean you have vascular disease.
