?venous stasis?: Sounds like she has chronic phlebitis secondary venous insufficency . The valves in the viens arent competent and blood stagnates in her lower extremities. This causes swelling that gets worse as day goes on. Brown coloring from heme staining the skin called stasis dermatitis.

Reflux: could be related to either the superficial or deep system a venous doppler sonogram will resolve that question and then a treatment protocol, can be established if only in the superficial system consider thermal ablation if possible , or surgery if not
