Probably not: It's hard to know exactly what you mean by phlebitis. Usually that term is used for superficial phlebitis, an inflammation of small veins in or just under the skin. That kind of inflammation carries little or no risk of blood clot which could dislodge and so is generally not treated with anticoagulant drugs.
