Not well: They probably technically could, but they wouldn't know what the numbers mean and couldn't update the prescription to give you your best vision.

Depends on the state: In the state of california where i practice, you have to be a license "eye care provider" to write prescriptions for eyeglasses or contacts. So, no, a non-ophtho md cannot write a glasses rx for you.

Yes: Technically speaking an MD who is not an ophthalomologist could sign off on a prescription for glasses but this would be very unusual.
