Depends: It depends on how you filter the water. Some filters can remove fluoride, but most of the basic filters don't. If you're using city water, you can probably get a report from them as to how much Fluoride is in your water.

Yes: Most over the counter water filtration devices do not remove Fluoride from water. Your tea will still contain Fluoride even if filtered.
