Fluoridated water: The Fluoride that is added to public water supplies only does one thing. It becomes incorporated into developing teeth to make the enamel stronger ; less likely for one to develop cavities. One has to ensure that total Fluoride ingested is not excessive. That is separate and apart from the quality, safety and health risks from the purity or contaminates in any water ingested (public or bottled).
