What controls the diastolic pressure?

Vascular tone: Both systolic and diastolic pressures are significantly impacted by the level of vascular tone or "resistance" or restriction to a given rate of blood flow. Although we have excellent medication options for managing vascular resistance, I have found that good cardiovascular conditioning seems to positively impact the diastolic blood pressure by enhancing "run off" in the peripheral vascular bed.
