Genetics: Inborn differences among individuals results in a broad range of every type of human characteristic. Hormone production/responsiveness is no different. Some have more; some have less; if it's a lot less, it is viewed as a "deficiency". There may be additional factors -- related to sleep habits, stress, meds, intake of alcohol & other food/beverages, etc., but genetics is probably the main factor.
