No and yes: Peroxide mouth rinses will not usually remove plaque. It does eliminate some bacteria so in a sense it will help prevent gum disease, but won't do it alone. If you suspect you have gum disease, please seek the professional help of a dentist or a dentist who specializes in gum disease. He is called a periodontist.

No: Clinical studies do not show that you can prevent gum disease with peroxide. It does have some antiseptic effect on certain bacteria found in plaque, but does not permanently remove plaque.

Rinses dont reach: Gum disease is below the gum tissue. Rinses are good above the gum, but cannot reach beneath the gum tissue and even if they were directed below the gum tissue they would be flushed out by the fluid that forms there. You treat gum disease with a method like the perio protect method that delivers doctor selected medicines below the gum tissue where it controls the bacteria.
