My 19mo was diagnosed with mild persistent asthma, she coughs in am, when runs, etc, does she always need nebulizer or is there inhaler/quicker way?

Maybe: At 19 months, she is unlikely to be able to use an inhaler properly, as she cannot coordinate her breathing. You should ask your doctor for an inhaler version of her nebulizer medication, and a spacer, which is a plastic tube that you fit the inhaler into one end, and have her breathe several breaths from the other.

May need controller: She may need a controller medication to help prevent symptoms instead of a more convenient rescue med. However she may be able to use an inhaler with a spacer.
