No: Random sugar <200 is normal (specially within 2 hours of eating). However, i prefer to see you at office and go over your health history, do exam, and order proper tests. Don't self diagnose or self rule out for diabetes. Let us do that.

Post-par dial sugar.: Within that period of time after having eaten, a blood sugar below 200 would be considered normal. So 130 is perfect.
