Get examined: Generalized itchy skin without an associated rash can be due to dry skin, thyroid disorders, kidney or liver disease, rarely to blood disorders or malignancy. I recommend an evaluation by your physician who will order the appropriate tests.

Skin itches and rashes form in some locations. Only happens in the summer, this is the 2nd year. Rash occurs on exposed and non-exposed skin.
Lasting one year I have had a reddish rash on the front ankles. no swelling. Skin can appear dry and rarely itches. Doesn't go away. 350 lbs 6ft tall.
