Yes: Second hand smoke increases an individual's risk of developing COPD two fold, and this could of course affect children as well.

No: Not typically. The biggest risk factors for COPD are years of smoke exposure and a certain enzyme deficiency that is hereditary. Smoke exposure during the childhood years increases the risk of developing COPD over time, but to have the onset of COPD in childhood would be extremely rare.
