Was he: checked by a physician/health care provider? He needs to have his eyes examined, preferably by an eye doctor, to make sure it's not just an irritation.

He needs eye exam: Although not as bad as alkali, such as sodium hydroxide or lye, bleach can be very irritating to the cornea and he should have an eye exam to assess for corneal injury. Rx eye drops may help prevent scarring.
