Bleach: Bleach can be very irritating to the skin and mucosa. Flushing it would definitely help but you should take the child to an ER for proper evaluation and treatment. The redness over the skin would be from the chemical irritation from the bleach. The damage can depend on the duration of exposure as well as amount of the chemical.
