Unlikely to be pbm: Babies change position a lot around 12 wks when the water to baby ratio is higher and they flip around with random movements.The later it is the less they change position as the water space becomes minimal. They are basically trapped in whatever position they had before the "shrink wrap" of fetal membranes stopped changes.

Fetus abnormal : As fetal age increase to term, the incidence of breech presentation decreases from 7% at 36 weeks to 3-4 % at 40 weeks and can be due to both fetal factors as well as maternal, such as the size of the pelvis in relation to the infant head, placental location,, etc. Statistics report that less than 10% of infants that are born breech have underlying abnormalities.
