Maybe,maybe not: The babies head is the largest structure to pass through the birth canal. You don't want to be "stuck" with the babies body out & the umbilical cord pinched off by a big head that won't deliver.A small baby can deliver breach through a average sized or larger pelvis.Breach babies can turn vertex late in pregnancy.

Breech presentation: At 35-36 weeks there is still time for your baby to flip and become cephalic (head first). However after 38 weeks or so, it is very unlikely that your baby will flip. If your baby is breech at that time, a c-section is usually scheduled.
