It may be: I'm not sure of your locality/State rules - but our society is definitely concerned about abuse and illegal dealing in such drugs. If your doctor won't Rx it - that's enough for you to either get a referral to such a specialist or find other methods. You may thank this policy in the future - that's a dangerous path for regular use and can ruin your life. Best wishes!
