Viral infections: It's important to look for a source for this infection to treat appropriately. If there are symptoms of runny nose, cough (with negative xray) or even ear infection, virus is the most common cause of infection. However, in the absence of these symptoms and with fevers we also check the urine for infection which may be treated with antibiotics. We'd have to see the goosebumps to evaluate them.

Chills: It is not unusual for a child to have goosebumps while they are ill with a cold or virus. She may just be a little cold. Might try getting her warmed up with some snug blankets.

Yes: A "cold" is not a medical term. Your child may have a virus, which is another way of saying she has a cold. Fever or chills? Perhaps the child needs a warm blanket, or perhaps it is keratosis pilaris. An exam may answer this question. Ask the DR.
