My son is 2 he had a cold 5weeks ago and for last 3weeks he has been coughing. today he is sounding crackly and bubbly when breathing, has this developed into chest infection or just viral? he still has a runny nose and no temperature thanks?

It is more than a cold. Common cold should not persist that long. If he does not have fever, bacterial superinfection (bronchopneumonia) is less likely but it can't be ruled out entirely. A repeat exam along with chest X-ray should be considered.
