Will my wrist ever be 100% better after a wrist arthroscopy?

Depends: sometimes you can be 100% better after undergoing a period of physical therapy. if your problem was a TFCC tear, we call that the low back pain of the wrist so you could be doing something and the pain could start all over again. just have to be mindful of that and try to avoid activites that might retrigger the pain.
