Not normal: You may be seeing a back reflection of your capillaries with red blood cells moving together, but that's not something that is seen normally at rest. Make sure to have your eyes examined and retina checked. See when it occurs most often: white background, blue sky, and let your eye doctor know. Red dots by themselves individually is not common at all.
