No, not possible: Everybody with a new HIV infection for 3 months has a positive blood test. In fact, the test is almost always positive by 4-6 weeks, depending on exactly what test (or comination of tests) is done. Also, everyone with symptoms from HIV has a positive test within 10 days of the start of symptoms.
