Narrowing: It means that the holes in the spinal column where the nerves come out and go to the body are narrowed. Usually the radiologist will mention whether the narrowing is compromising any nerves as the exit the spinal column.

Neuro foraminal sten: Nerves exit out of the spinal column through small openings between the vertebra called neural foramen. When there is constriction in these foramina is called neural foraminal stenosis/narrowing. It may cause compression on the exiting nerves.
