In the us is a consultation with a pharmacist required before purchasing plan b? i know many people who take it on a regular, non-emergency basis.

No: Plan B can be purchased over the counter. I would not recommend taking it on "a regular basis", but use it in cause of concern about getting pregnant. Better to use precautions such as go on birth control pill or use condoms.
