Seizures: seizures in 13 days old is relatively uncommon. Causes could be related to metabolic issues like hypocalcemia( low Ca), low blood sugar due to various reasons. The other reason could be infection, like group B strep or E. Coli. Then, other causes like metabolic diseases like MCAD.Also, structural abnormalities in the brain. The baby should have extensive work up including spinal tap, MRI of brain
