No, and no: Young kids with odd motions of the eyes or eyelids may have tics, which are habits that worsen with reminders (such as a parent talking about the tics), with stress, or with other stimuli (such as allergies). Raising eyelids is not usually seen with allergies, which tend to cause blinking, eye rubbing, itchy eyes, watery eyes, or reddish eyes. A pediatrician can evaluate and give an opinion.
