No: Peroneal tendon subluxation requires reconstruction of the torn tissue ( retinaculum) that is allowing these tendons to subluxate( slip out of place).The presence of a fibular plate is not a problem in the surgical procedure( which is done in an 'open' fashion).best of luck!
