Yes: Asthma for those under 2 years is a very difficult one to diagnose. If your child has been free of wheezing since then and does not have any evidence of allergy, she likely does not have asthma at all.

I wouldn't give it: The nasal flu vaccine triggers a mild localized inflammation in the lung tissue as it makes its way into the blood to stimulate antibody formation. After I gave it to a kid @ 6 with the same basic history, he has his first and only attack after infancy two days later & spent 3 days in the hospital. I never offer it to any kid with a history of childhood wheezing.
