Rectal Bleeding: At age 32 with a colonscopy just a year ago with known hemorrhoids, I am not sure why GI would want another colonscopy. It would make sense to address the hemorrhoid issue i.e. Regular soft Bowel movements, adequate water and fiber and possible referral to a Proctologist.

Possibly unnecessary: It would be unusual to request another colonoscopy for recurrent rectal bleeding 1 year after a colonoscopy for same condition showed only hemorrhoids. Ask your physician to explain what condition he is looking for that wouldn't have been seen 1 year ago? If he is unable to give you a satisfactory explanation get another opinion.
