Does a palliative care cancer decision by a doctor mean that chemotherapy will stop? what happens then?

No: There are many recommendations for palliative chemotherapy where the intention is to palliate and not to cure. Sometimes the overall condition of the patient does not allow for full chemo courses where the benefit may not outweigh the risk.
