Irregular heart beat: Fetal heart best can be irregular at times fir short durations, while they don't necessarily stop. At the check with your OB, let them show you or make you hear the fetal heart best pattern when you can appreciate any momentary irregularity if noticed. Usually it is not to worry about ;)

Stopped? no: It is possible to not have a pulse or hear a heart beat due to an arrhythmia, but if has truly stopped or what is called asystole, then there have been only rare reports of resuscitation with medication intervention.
