Very likely normal.: Any lump present for that long is benign. The cause differs on whether the lump is on the skin or actually on the testicle.

Likely benign lump: If this lump has remained unchanged for 5-6 years, it is almost certainly benign, and not cancerous. If it is not causing pain or other unpleasant symptoms, there is no need for exam, scans, or worry. This lump could be a cyst, or a benign tumor. If it is enlarging, or uncomfortable, it should be evaluated promptly by a urologist.
