Diabetes range: 140 is in diabetes range. Make sure you recheck with a different glucometer.

Yes.: First, you could have diabetes and a glucose tolerance test is the only way to really tell if you do. The more expensive hemoglobin AiC is not a standardized test for it. AND, if you DON"T have diabetes, then you are still at risk of getting it AND have double the risk of heart disease of someone who does not have elevated glucose.
