Yes: Everyone does not go through puberty or menstruate at the same time. How sexually mature is her body? Have her pediatrician evaluate her Tanner staging and evaluate how close to menarche (beginning of periods) she may be.

Yes: I would expect early signs of pubertal change (nipple enlargement on one or both sides).I would not have concerns unless she did not have menses by 3 years after nipple enlargement or age 15. If either were true, a workup would be appropriate. Girls who take their time going through puberty often have less problems with stretch marks and the emotional roller coaster.
