No.: There are no "rules" about when to drink milk. If you are referring to how long milk can be at room temperature before drinking, then yes, that depends on environmental conditions, specifically temperature (which is affected by humidity) and whether or not it is exposed to bacteria (dirty cup/bottle, open container exposed to toxic fumes etc).
