Why would a doctor at the er refer me to a cardiologist if my ekg and chest scans are normal?

Cardiologist: The ER Doc should have explained this to you. Presumably the ER Doc thought you would profit by having a cardiologist evaluate your situation to make sure things were really OK despite the normal tests in the ER.
